PennDOT is presenting online plans for three bridge replacement projects in Westmoreland County.

The projects are on East Pittsburgh Street in Hempfield, Route 356 in Allegheny Township and Route 906 in Rostraver.

In addition to replacing an arch culvert over Pine Run with a precast concrete structure, the Allegheny Township project involves reconfiguring the “T” intersection of Route 356 and La Belle Vue Road as a roundabout.

Construction is tentatively slated to begin in April and is expected to be phased over two construction seasons. A detour will be in place during most of the work, with traffic to be rerouted along routes 356, 66 and 56, according to the plans.

The Hempfield project will replace the East Pittsburgh Street bridge over Route 30 with a single-span prestressed concrete box beam structure. That work also is slated to begin next spring, extending over two construction seasons.

Traffic will be maintained during most of the project, with restricted lane widths on East Pittsburgh.

The project in Rostraver will replace a steel beam-and-concrete bridge dating from 1926 that carries Route 906 over Webster Hollow Run. The new span will be a precast concrete box culvert.

Other improvements will include resurfacing of approaches to the intersections with Webster Hollow Road and Second Street and installation of mountable curb islands.

Some work is expected to begin in April. But, because of the time needed to fabricate the box culvert, most construction is expected to occur in 2024, wrapping up by September of that year.

During the project, traffic on Route 906 will be restricted to a single lane in each direction, using the two southbound lanes, according to the plans. Traffic on Webster Hollow Road will be subject to a one-block detour to Kline Street.

The plans for the three projects will be available online for viewing and public input through the end of November. Visit PennDOT.pa.gov/District12 and click on “Public Meetings/Studies” under the District Links heading. Then select the “Westmoreland County” box.

Those without internet access may offer comment on any of the projects by contacting project manager Joshua Zakovitch at jzakovitch@pa.gov or at 724-439-7377.
