Philadelphia man arraigned in 2022 Rostraver shooting

A Philadelphia man accused in a 2022 Rostraver fatal shooting was arraigned Friday morning in Westmoreland County.

Tuan M. Dang, 47, is in the Westmoreland County Prison without bail on homicide charges. He didn’t have an attorney listed in online court records.

A preliminary hearing is set for March 27.

Dang was charged this week in connection with the Nov. 5, 2022 death of Boyke Budiarachman, 49, of Philadelphia.

County detectives believe Dang was paid $65,000 to act as a middleman to set up the shooting in the parking lot of Rostraver Square, according to court papers. The shooting came after Budiarachman had dinner with Keven Van Lam, 58, of Philadelphia, who also is charged with homicide. Prosecutors believe Lam ordered and paid for the killing after harboring resentment toward Budiarachman over a 2019 business deal.

The shooter has not been identified by police.
