An East Huntingdon man charged with a 2021 Election Day assault at a Westmoreland County voting precinct was jailed Tuesday.
Prosecutors told a judge that continued threats have been made against the alleged victim and her family.
Zachary Lambing, 38, of Alverton, is awaiting trial on charges of simple assault and other related offenses in connection with the alleged attack. Authorities said he slammed a woman’s head against a car during the incident.
Nearly four years later, and while free on bond as his case languishes, prosecutors said additional threats were made against the same woman and her family. That prompted prosecutors to argue that Lambing is a danger to the community and should receive mental health treatment while in custody.
Lambing was originally charged with misdemeanor counts of simple assault, resisting arrest, disorderly conduct and a summary charge of harassment in connection with the alleged attack in 2021.
Police said Lisa Gephart of Mt. Pleasant Township was campaigning at the polls when she was confronted Lambing as he shouted an expletive-laden rant against then-President Joe Biden.
Lambing took violent action after she responded with a similar taunt against then former President Donald Trump, police said.
Police attempted to interview Lambing at the scene but was unable to speak with him as he continued to yell that “Facebook told him he could stop people from spreading misinformation.” He was eventually subdued with a Taser, according to court records.
In May 2023 and again in June, Westmoreland County Common Pleas Court Judge Scott Mears determined Lambing was incompetent to stand trial after evidence revealed he suffers from traumatic brain injury and marijuana abuse. The judge rejected a defense argument to dismiss the charges against Lambing.
Prosecutors said threats against Gephart resumed in June and have continued via multiple social media postings.
In one post, Lambing leveled a death threat, prosecutors said.
“The only incompetent action I did was allow an obvious tyrant to survive and make up false accusations. She should be dead, not anybody’s problem, and I should be out of prison in less than 1.5 years,” Lambing wrote, according to court documents filed by prosecutors.
The judge on Tuesday ordered Lambing taken into custody to await a hearing on the prosecution’s request to revoke his bond.
Lambing in June was charged with an additional summary harassment offense in connection to the recent threat allegations and is awaiting a hearing scheduled for September in East Huntingdon.
“I am concerned about his behavior,” Mears said.
Defense attorney Tim Dawson argued Lambing should remain free to continue to receive mental health treatment.
Gephart, a registered Democrat who was an unsuccessful candidate for Westmoreland County commissioner in 2023, said she continues to fear for her safety. She took time off from her campaign to recover from surgery related to injuries she said she sustained in the alleged assault.
“I’ve been very scared and concerned for my life,” Gephart said of the recent threats. “I hope he gets the mental health help he needs so he can get on with his life and I can get on with my life.”
