Attorney General's Office sues Hempfield contractor
The state’s Attorney General’s Office has filed a civil lawsuit seeking to bar a Hempfield home improvement contractor from doing business in Pennsylvania.
A three-count lawsuit filed in Westmoreland County accuses A&S Contracting and Roofing, LLC and its owner, Stephen Spallone, of violating Pennsylvania’s Consumer Protection Law and Home Improvement Consumer Protection Act.
The company is alleged to have abandoned projects after it obtained more than $56,000 in deposits from consumers and agreed to non-compliant contracts with its clients.
According to the lawsuit, homeowners in Allegheny, Beaver, Butler, and Indiana counties contended they paid the company deposits in 2021 through 2024 for work that was not completed.
Six complaints were filed with the state’s Bureau of Consumer Protection alleging they paid A&S Contracting & Roofing for home improvement projects such as roofing and gutter replacement, construction of decks and patios, and siding replacement but only limited or, in some cases, no work was ever performed, the lawsuit contends
Spallone said Monday he was unaware of the allegations leveled by the Attorney General’s Office.
“I will deny everything until I can conduct an investigation into this,” Spallone said.
The state is seeking that the company’s clients be repaid, fines to be imposed for violations of consumer protection laws and for it to be prohibited from working as a contractor in Pennsylvania.
“This contractor took large sums of money from Pennsylvanians wanting to improve their homes, then turned his back on them,” Attorney General Dave Sunday said in a news release issued Monday. “Our Bureau of Consumer Protection will adamantly advocate for homeowners whose dreams of property upgrades and additions are ruined by neglectful contractors.”
