Gov. Tom Wolf on Wednesday announced new restrictions on bars and restaurants throughout the state, limiting them to 25% of their indoor capacity, down from the 50% that had been allowed. In Allegheny County, indoor seating at restaurants, cafes and bar is prohibited, while outdoor seating is allowed.

“We’re already at a tipping point where we have to act now,” Wolf said, later adding, “This virus is saying, ‘I’m back.’ “
