Laurels & lances: Exemption & effort

Laurel: To being acknowledged. Monroeville officials appear to have secured a tax exemption for the Monroeville Convention Center, reversing an earlier denial by Allegheny County.

After purchasing the facility in 2024 for just over $5 million, the municipality made the case that the center serves a public purpose — much like the David L. Lawrence Convention Center — and should be treated that way for tax purposes.

County officials reconsidered and agreed. The result could mean about $80,000 less annually for the Gateway School District, which still has the option to appeal.

Monroeville’s argument is a strong one. Investments that draw visitors, support businesses and strengthen the broader tax base don’t fit neatly into a single line item.

And the borough is backing that up. Since stepping in to keep the property from becoming a Hobby Lobby, officials have put money into upgrades and maintenance. More improvements are planned this year.

That is what public use looks like: preserving an asset, improving it and putting it to work for the community.

Lance: To grudging progress. At the Galleria at Pittsburgh Mills, long stretches of neglect suddenly turned into action — but only because it had to happen.

Work came after the Allegheny County District Attorney’s Office filed a criminal charge over conditions that had been visible for years. Potholes don’t appear overnight. Neither does the kind of deterioration that leads to a public nuisance case.

Now there is milling and paving. There are promises of continued remediation — if they can be believed.

And there are also postponements. A status conference to address the charges was continued for the second time this week. Another is scheduled for May 11.

The work may be real. The improvements may be necessary. But if it takes a criminal charge to get basic maintenance done, what was stopping it before? And when will it all fall apart again?
