Let’s set the record straight. In his TV interview Oct. 7, Greensburg Bishop Larry Kulick asked several times, “What about the victim?” The victim he was referring to was not affiliated with Immaculate Conception Church. The situation that the victim experienced was not caused by any actions of Father John Moineau or the church staff.

The charged man was hired years ago at St. Elizabeth Ann Seton Church; at that time, Kulick was vicar general of the diocese. Wasn’t his office responsible to review all background checks, putting him in the same situation that Father Moineau was in? He relied on his staff to do their jobs, but a mistake was made.

The bishop’s actions have affected two parishes. In June, he stated that all parishes were required to review all employee and volunteer clearances. I was not contacted about my own expired clearances, so it makes me wonder if clearances were indeed reviewed.

So in my opinion, as stated by the bishop, this was a not a clerical error; it was a breach of neglect and responsibility. Bishop Kulick is also responsible. He needs to correct his wrong decision and reinstate Moineau to his parishes.
