Letter to the editor: Why are emissions requirements different?

Where I live, in Westmoreland County, we are required to get emissions testing. But across from me, 50 to 100 feet across the Kiski River, Apollo residents are not. So our air is polluted and theirs is not? You know PennDOT will not give this up, fair or not. A more extensive study by our legislators should have been done (“Lawmakers consider lifting auto emissions testing in Westmoreland County,” May 7, TribLIVE).
