Blawnox manager resigns; council appoints familiar face to interim position

Blawnox tax collector Kathy Ulanowicz has been appointed acting manager.

Blawnox manager John Stinner has resigned, just after celebrating his second year with the borough.

It was an abrupt departure which necessitated an emergency council meeting for members to decide how to move forward.

“John accepted a position as manager at Jefferson Hills that is a closer commute to his home,” council President Deb Laskey said.

Tax collector and borough secretary Kathy Ulanowicz was appointed acting manager.

Ulanowicz, a longtime borough employee and lifelong resident, put her name in the hat during council’s debate on how to fill the vacancy.

She was appointed to the interim position because, Laskey said, Ulanowicz is instrumental in day-to-day municipal operations and she worked alongside Stinner on upcoming projects.

She works well with the public and is committed to the community, Laskey said.

“As members of council, we felt that she was qualified and a decision was made to promote from within,” Laskey said.

The position runs through December.

At that time, council will evaluate her progress and make a decision whether to conduct a search or promote Ulanowicz to borough manager.

Ulanowicz has worked for the borough since August 2008.

“I am thankful for the opportunity and the confidence borough council has entrusted me with,” she said. “I look forward to continuing to work with the residents and businesses to make Blawnox the best it can be.”
