A North Side man apparently fueled by road rage is accused of chasing after and pulling an AK-style gun on two women early Wednesday outside the Rivers Casino parking garage.

Jamal Dailey, 24, faces several charges tied to an incident that began while driving in his home neighborhood of Manchester and culminated with a confrontation near the casino observed by a Pittsburgh police officer patrolling the area, a criminal complaint shows.

The officer was sitting behind the casino’s parking lot shortly before 1:30 a.m. when he spotted a white Hyundai SUV traveling toward the garage at a high speed followed by a black Chevrolet Cruze, the complaint said.

When the cars stopped for a red light at Reedsdale and Lighthill streets, the officer saw a man — later identified as Dailey — jump out of the Chevrolet Cruze while holding a gun, the complaint said. Dailey headed toward the driver’s side door of the SUV, which was occupied by two women.

“You got a gun?” the officer heard one of the women shout as he unlocked his patrol rifle.

A confrontation ensued in which the women got out of their vehicle and started yelling at Dailey, the complaint said. The officer approached Dailey with his rifle and ordered him to drop to the ground.

While in the back seat of a patrol car, Dailey gave police his side of the story: The women’s vehicle had sideswiped his car in Manchester, striking his front driver side’s wheel.

Dailey said he then followed the women at a close distance for about a mile to “obtain their information.”

He told police he pulled out his gun for protection.

Police found a single 9 mm live round next to the driver’s side of the SUV.

The gun still contained a live round in the chamber cleared by police, which made police believe that Dailey “chambered another round into the firearm in an attempt to further place the victims in fear for their lives,” the complaint said.

Dailey initially told police that he had not racked a round outside his car, then admitted to doing so when police told him they had found a round there.

“He claimed he racked the round out, ejecting it onto the ground, making the weapon safe,” the complaint said.

Dailey has a valid concealed carry permit for the gun, police said. It’s a PAK-9 AK pistol that had been modified to be used with two hands like a rifle.

Police pointed out in the complaint that Dailey had a working cell phone and “was more than capable of calling 911 to alert police of the hit-and-run.”

When an officer told him “that he should have called the cops to investigate, he couldn’t comprehend that what he had done was irrational and reckless,” police wrote in the complaint.

As for Dailey’s vehicle, police said they observed “very minor damage, which officers could not determine to be old or fresh at the time.”

A pair of officers took Dailey to Allegheny County Jail while another officer headed inside the casino to review surveillance footage that police say corroborates the responding officer’s observations.

Dailey faces charges including simple assault, recklessly endangering another person and using an instrument of crime, court records show.
